Structure
 
In January 1998, the General Council of the Network –constituted by the rectors of the universities– stated that the presidency of the association had to be semestral and rotating according to a shift established and approved during the change of presidency by the aforesaid body. Thus, the university holding the presidency becomes the point of reference for basic activities and the major figure of the institutional representation during that six-month period.

General Council

The university rectors constitute the General Council on a basis of absolute equality and inalienable right of all members. The General Council is the supreme body of the association; the decision making and strategies management authority that establishes the general action plan and supervises the management and execution of the activities. Among its responsibilities are drawing up the presidency rotating shift, revoking status, approving annual budgets and admitting new members to the Network.

Standing Committee

The Standing Committee is an administrative and day-to-day management body. The Committee is formed by one member of each university and it has the responsibility for creating the activities programme and association budget. Along with other functions, this Committee is responsible for creating the Working Committees that develop those activities, preserve and safeguard the bylaws and the compliance with the agreements established by the General Council.

Working committees

The Working Committees are groups that are responsible for service management and development of the activities. The committees are comprised by 20 members, one for each university. At the present time, there are 11 existing committees:

Executive Secretariat

The Executive Secretariat is the direct management body of the Network. Its principal responsibilities are to work with the president and vicepresidents of the association in organizing tasks and ensuring the execution of the agreements established by the General Council and the Standing Committee. Thus, the Executive Secretariat assumes the administrative, patrimonial and financial management of the association; handles the corporate image and the day-to-day communication and organizational support to the Working Committees; coordinates the tasks of these committees and develops the provision of services and activities.
